About these terms
These terms apply to your use of this website and to any request you submit through it. They are offered by Pursuit Bureau LLC, doing business as The Pursuit Bureau (“we,” “us”). Written engagement terms that we confirm with you for an accepted solicitation will add to these terms for that engagement. If you do not agree with these terms, please do not use the website. Pursuit Bureau LLC is a private company. It is not a government agency and is not affiliated with or endorsed by the State of California or any state agency. The Pursuit Bureau provides administrative support only, not legal advice, and does not guarantee any award, eligibility, or procurement outcome.
What we do
We provide administrative support for California state Invitation for Bid (IFB) and Invitation for Price Quote (IFPQ) solicitations. Within an agreed scope, that support may include walking through a solicitation’s administrative requirements, organizing the required documentation, reviewing forms and instructions, identifying information that appears to be missing, and checking agreed materials for completeness.
We do not find, monitor, or send alerts about solicitations. We do not set your price, make your bid decisions, deliver or mail bids, or provide legal advice.
Requests for review
You find an active solicitation and bring it to us. Submitting a request starts a review. It does not create an engagement, and we may decline a request for any reason, including that it falls outside our services, cannot reasonably be completed in the time remaining, or is otherwise not a suitable fit. We do not promise a response time.
Acceptance and agreed scope
An engagement begins only after we accept your request, we confirm the scope, the fee, and the expected turnaround with you, and the applicable terms are accepted. No work is agreed until then. Any turnaround we give depends on our accepting the request, our receiving every required document and answer from you, the agreed scope, and feasibility.
Fees
- Standard engagement: $2,500 per accepted solicitation. It is a fixed fee that covers the agreed, solicitation-specific administrative preparation scope.
- Expedited engagement: $3,500 per accepted solicitation, which is $1,000 above the standard fee. Expedited engagements are generally considered when fewer than five full business days remain before the solicitation’s submission deadline, and are subject to our acceptance, capacity, the solicitation’s complexity, feasibility, and the agreed scope. We may decline work that cannot reasonably be completed, and same-day and next-business-day requests are normally declined unless we specifically review and accept them.
The fee is not based on the value of the contract. Payment timing and methods, deposits, cancellation, refunds, revisions, and the treatment of solicitation addenda are not set by these terms. They will be stated in the written engagement terms confirmed before work begins.
Your responsibilities
- Give us accurate and complete information, and give it in time for the work to be done.
- Find the solicitation, and confirm the current requirements, deadlines, and any addenda with the issuing agency’s own instructions.
- Set your own pricing, complete your bid calculations, and make your own business decisions.
- Stand behind your business representations, and review, sign, authorize, and submit your bid as the solicitation directs, on time.
The solicitation controls
The solicitation and the issuing agency’s instructions always control. Submission methods and deadlines vary between solicitations. Our work is based on the materials and instructions available to us, and it does not replace your own reading of the solicitation.
No guarantee of outcomes
We do not guarantee that a bid will be found responsive or compliant, that you will be eligible, that you will avoid disqualification, that an agency will accept your submission, or that you will receive an award. Those determinations belong to the issuing agency. Our review is a review for administrative completeness. It is not a legal determination and not legal advice. If you need legal advice, please consult a qualified attorney.
Information and documents
We use the information and documents you give us to review your request and, if engaged, to carry out the agreed work. Please do not send bid prices, Social Security numbers, or banking details. Any further confidentiality and document-handling terms will be stated in the written engagement terms. See our Privacy Policy for how we handle information submitted through this website.
Intellectual property
The website’s content, name, and design belong to Pursuit Bureau LLC or its licensors, and you may not copy or reuse them without permission. You keep ownership of your own materials and your own bid. Rights in any work product delivered under an engagement will be stated in the written engagement terms.
Disclaimers and limits on liability
The website and its content are provided “as is” for general information. To the extent the law allows, we are not responsible for the outcome of any bid, including a bid being deemed nonresponsive, rejected, or not awarded, or for indirect or consequential losses. Any further limitation of liability will be stated in the written engagement terms. Nothing in these terms limits a right that cannot be limited by law.
Disputes and governing law
California law governs these terms. Any further provisions about how disputes are handled will be stated in the written engagement terms.
Changes and effective date
These terms take effect when they are published on this website. We may update them from time to time. Please review them before you submit a request.
