Bid Paperwork Preparation

California state bid solicitations can contain dozens of pages of instructions, provisions, and supporting material. Figuring out which forms are required—and preparing and assembling the paperwork—can become a project of its own.

Our five services

The Pursuit Bureau helps contractors navigate that process. We review the solicitation and its Required Checklist, identify the necessary paperwork, prepare agreed administrative forms using information you provide, coordinate documents that need your input or signature, and compile the materials into an organized package for your final review.

The five stages below are one coordinated service, from solicitation review through delivery of your package. They are not five separately purchased services.

01

Bid Requirements Review

We review the solicitation, including its Required Checklist and applicable instructions, to identify the forms, supporting documents, signatures, and submission requirements relevant to your bid.

We also review other applicable solicitation instructions and amendments rather than assuming the checklist covers everything.

What you receive: A clear breakdown of the paperwork identified for your solicitation.

02

Bid Paperwork Preparation

We prepare the agreed administrative forms using the business information and supporting records you provide. When a form requires information, a decision, a certification, or a representation that must come from you, we flag it for your input or confirmation rather than guessing.

What you receive: Prepared administrative forms and a clear indication of items requiring your input, review, or signature.

03

Signature & Document Coordination

We coordinate the forms and supporting documents that require your input, review, acknowledgment, or signature. We collect returned documents and track outstanding items so the paperwork can be assembled in an orderly manner.

Documents are prepared and routed using appropriate tools and methods consistent with the particular form’s instructions.

What you receive: A coordinated set of prepared and contractor-provided documents, with outstanding items identified.

04

Missing-Document Check

We compare the identified solicitation requirements against the forms, supporting documents, and information supplied for the engagement. We flag apparent missing documents, incomplete fields, inconsistencies, and items requiring contractor confirmation.

What you receive: A checklist of apparent gaps and outstanding items that need attention.

05

Final Package Assembly

We organize the collected forms and supporting documents into a logical package consistent with the applicable instructions and agreed scope. We perform a final administrative review of the materials examined and identify apparent omissions, inconsistencies, and unresolved items before returning the package to you.

What you receive: An organized bid paperwork package and a summary of outstanding items identified during our review, returned to you for final review and submission.

The solicitation controls. Agencies differ in how bids must be submitted and when they must be received. Confirm every requirement in the solicitation itself. You remain responsible for submission and delivery.

Who does what

You supply the business information, supporting records, answers, and authorizations needed to prepare the paperwork. We may fill in agreed administrative forms using the information you provide.

You remain responsible for checking that your information is accurate and complete, for substantive business, pricing, technical, and eligibility decisions, and for approving and signing documents where required. We don’t invent answers, qualifications, certifications, or supporting records, and we don’t make certifications or representations on your behalf.

We flag apparent omissions and inconsistencies, but we can’t guarantee that every issue will be identified or that an agency will deem a bid responsive or award a contract. Each form and solicitation sets its own instructions, and we follow them. Under our initial service model we don’t submit bids on your behalf: final authorization and submission are yours.

Submission Deadline and Delivery Notice

The contractor is responsible for ensuring that the completed bid package is reviewed, signed, finalized, and submitted to the appropriate agency in accordance with the solicitation's requirements and deadline.

Please allow sufficient time for final review and submission. Physical bid packages may require shipping or courier delivery, and delivery times, carrier delays, agency receiving procedures, and applicable submission rules must be taken into account. Expedited paperwork preparation does not guarantee delivery by the submission deadline.

The Pursuit Bureau reviews each engagement for feasibility before acceptance and may decline a solicitation when the remaining time is insufficient to reasonably complete the agreed services and allow time for the contractor's final review and submission. The contractor remains solely responsible for final submission and compliance with the solicitation's deadline and delivery requirements.

Before You Submit a Solicitation

The Pursuit Bureau supports administrative paperwork for California state IFB and IFPQ opportunities within its accepted scope.

Before requesting assistance, review the solicitation’s eligibility, licensing, registration, certification, and other applicable requirements. Where a CSLB license is required, the contractor is responsible for holding the appropriate active license and meeting the solicitation’s requirements.

Licensing and eligibility requirements vary by opportunity. Submitting a request does not establish eligibility or guarantee that the solicitation will be accepted for assistance.
