About

A narrow focus, on purpose

The Pursuit Bureau helps California contractors with the administrative side of state solicitations they have already found.

Why The Pursuit Bureau exists

Contractors build their businesses around the work they know how to do. They develop their skills, invest in equipment, manage crews, coordinate schedules, and build the operational capacity to deliver quality work.

Pursuing government opportunities can introduce another challenge: the administrative burden that comes before the work even begins.

A single solicitation can contain a mountain of information—detailed instructions, required forms, certifications, declarations, supporting documents, signature requirements, and strict submission procedures. Sorting through it all takes time and attention, particularly when you’re also running a business and preparing a competitive price.

Sometimes the obstacle isn’t the contractor’s ability to perform. It’s the challenge of working through a complex set of administrative requirements without overlooking something important. Even a seemingly minor omission can jeopardize a bid, depending on the applicable solicitation requirements.

The Pursuit Bureau exists to help with that part.

We provide focused administrative support for California state IFB and IFPQ solicitations. We help contractors work through the instructions, organize the required documentation, and review agreed submission materials for completeness. Our goal is to make the administrative side more manageable and help contractors identify potential gaps before they submit.

You bring the opportunity and the expertise to perform the work. We help you navigate the paperwork that comes with pursuing it.

Founder Background

The Pursuit Bureau was founded on hands-on experience managing California state contracts from initial assignment through execution. That experience spans the full contracting lifecycle, including drafting solicitation and contract documents, coordinating reviews and revisions, publishing solicitations on Cal eProcure, conducting in-depth bid evaluations, performing contractor verifications, supporting contract awards, coordinating insurance and interagency approvals, managing funding and encumbrance processes, and carrying contracts through execution.

The evaluation and award process requires close attention to detail. Experience reviewing bidder documentation, conducting required verifications across relevant state and federal systems, and evaluating submissions against solicitation requirements provides a practical understanding of how administrative details matter throughout the procurement process.

That perspective informs The Pursuit Bureau’s approach to helping contractors navigate California state bid paperwork. By organizing solicitation requirements, reviewing supplied documentation for apparent omissions and inconsistencies, and identifying items that warrant attention, the Bureau brings a lifecycle-informed perspective to the administrative side of bid preparation.

The Pursuit Bureau operates as an independent private business. Contractors remain responsible for their eligibility, business decisions, pricing, representations, and final bid submission.

How we work

  • We start with your solicitation. Contractors independently identify active solicitations, on Cal eProcure or the issuing agency’s procurement platform, and bring them to The Pursuit Bureau for consideration.
  • We’re upfront about fit. We review every request and may decline if we can’t do it well or in time.
  • You stay in charge. Pricing, commercial decisions, and the final submission are yours.
  • The solicitation controls. Procedures differ between agencies, so we work from the actual instructions.
